Initiating Change in Our Neighborhoods Community Development Corporation (ICON CDC) has empowered small business owners and entrepreneurs across Los Angeles County since 2002. Headquartered in the San Fernando Valley, ICON CDC operates two City of Los Angeles Business Source Centers (BSCs): the South Valley BSC in Van Nuys (est. 2011) and the North Valley BSC in Pacoima (est. 2019). These centers provide no-cost services, including access to capital, targeted workshops, and one-on-one consulting tailored to low-income and justice-involved individuals. Services are offered in English and Spanish to ensure accessibility.

ICON CDC supports entrepreneurs at every stage. Aspiring business owners participate in the City-funded Entrepreneur Training Program (ETP), which provides foundational instruction in business planning, operations, and compliance. Countywide training includes the Economic Mobility Initiative Entrepreneurship Academy, funded by the County of Los Angeles. More established businesses are referred to ICON CDC’s State-funded Access to Capital Center for loan packaging, financial readiness, and lender connections.

ICON CDC also leads Sidewalk Vending initiatives, including a specialized training program, licensing and permitting assistance, and the distribution of 100 permitted food carts to trained vendors, advancing equitable economic opportunity and community revitalization. Through a specialized training program, one-on-one counseling, and technical assistance, clients are equipped to start, grow, and sustain their businesses.
